Incredible Hulk #271, May 1982. This is NOT the character's outright debut: Rocket first appeared in Marvel Preview #7 (Summer 1976), in the back-up feature "Prince Wayfinder: The Sword in the Star," where he was called "Rocky." Hulk #271 is where he becomes Rocket Raccoon proper and enters continuity.
Common mistakes
The two books are both marketed as "1st Rocket Raccoon" and they are not the same thing. Decide which claim you want -- the 1976 magazine debut or the 1982 continuity appearance -- and confirm it before buying.
