The first appearance of Scarlet Witch and Quicksilver, cover-dated March 1964, by Stan Lee and Jack Kirby. The twins debuted as members of the Brotherhood of Evil Mutants, so this issue is also the first appearance of the Brotherhood -- two long-running franchise pillars introduced in one book.
How to identify it
X-Men #4, March 1964, 12-cent cover. This is the original 1963 X-Men series (later retitled Uncanny X-Men), not the 1991 X-Men volume that also has a #4.
Common mistakes
Confusing the 1964 X-Men #4 with the 1991 X-Men #4, a common and very inexpensive book. The year and cover price are the fastest tell. Also note the characters' first appearance is here, not in an Avengers issue.
